A walking tour of Fort Monroe and a few historic buildings outside the fort has been put together by the Fort Monroe Authority. You can pick up a tour brochure at the Fort Monroe Visitor Center. The tour starts at the Casemate Museum and then continues outside the front door. While an initial sign points the way to start the tour, after that you are pretty much on your own when it comes to figuring out where all the stops are.
