There are eight picnic areas on the Pennsylvania side of Delaware Water Gap National Recreation Area and five on the New Jersey side. Only tables at the Milford Beach Picnic Area can be reserved in advance for group events. You are welcome to hold your event at any of the other picnic areas, but you must show up early to get tables because all are taken on a first come, first served basis. Furthermore, there are no grills at any of the picnic areas. Some permit visitors to bring their own gas or charcoal grills while others do not.

There is a picnic area at George Childers Park, but it was closed when I visited. The National Park Service also claims there is a picnic area at the Bushkill Meeting House (6414 Milford Road in Bushkill, Pennsylvania). There are a few picnic tables next to the building, but this is nothing anyone would consider to be a picnic area.
