Fishing is allowed anywhere within Cape Cod National Seashore with the proper Massachusetts fishing license. No special permit is required from the National Park Service. The only restrictions are that no surf fishing is allowed on beaches closed for bird nesting season or within the lifeguarded beaches managed by the National Park Service (there are six). In most cases, if you walk a quarter mile in either direction from the beach access point, you will be well out of the prohibited area and away from the crowd. Keep in mind that many beaches on federal property are still managed by the local towns, and they may have different regulations as to where you can fish.
