The Ocracoke Pony Pens at Cape Hatteras National Seashore is a small pasture where former wild horses are now kept, and you can look at them from an observation deck. It has its own parking lot, but across the street is another parking lot specifically for public beach access. If it fills up, you can always park in the Pony Pens lot and walk across the street.
