Rock climbing is allowed on any cliff in Little River Canyon National Preserve. I am not a rock climber, so I cannot offer any advice on the subject. Very little information is given on the park web site, so if you have questions I suggest calling the park or stopping at the Little River Canyon Center to ask a park Ranger for advice.
From the NPS web site:
Come prepared with all of your equipment and your own transportation. You can rock climb from any of the cliffs. You cannot add or remove any bolts or have any equipment on your person that would allow you to do so.
