Rosa Bowser (1855-1931) was a black educator who founded the Virginia State Teachers Association. She was also prominent in the National Association of Colored Women and was instrumental in raising money for the Richmond Hospital and Training School for Nurses. The Rosa D. Bowser Branch of the Richmond Public Library system was named for her. This was the first branch to be opened for black residents of Richmond.

Today the house is a private residence.
